The question on how to allocate revenue to the different tiers of government has always been and will continue to be a cause for consent to many countries and scholars. To meet the objective of a better sharing mechanism, countries ascribe to different forms of government. Cameroon favors a decentralized system of government wherein the different tiers of government concern are: State, Regional and Local governments. This work looks at the various principles of revenue allocation, on how to share revenue among the tiers of government and how to allocate revenue among the components of a particular tier. It equally examines the concept, pillars, and reasons for fiscal decentralization. The research also looks at the advantages and disadvantages of decentralization, making an overview of revenue allocation in Cameroon and putting forward recommendations.
In 2006, the Google Corporation appeared in China with google.cn. The business model of Google, as a search engine corporation, is looked at in China from the point of view of market share, revenue streams, profit and loss, and competition from Chinese search engine rivals. This work also explores the Google experience in China by using well established concepts of corporate goodwill and corporate reputation. Like many multinational corporations in China, Google may have underestimated political risk when entering the Chinese Internet economy, and/or, was unprepared for unlevel playing field.
The aim of the work is to explore if a Sub-Saharan telecom operator like the study case organization can use the Revenue Assurance function as a mean to win the challenge of implementing effective Business excellence within the organization. Indeed, Business excellence and Revenue Assurance share similar scopes and frameworks. On top of that, Revenue Assurance tends to extend its influence so that it covers the value chain from end-to-end (Deloitte, 2008). Therefore, the fundamentals of this research are grounded on the idea that the Revenue Assurance scope enlargement can contribute to the successful development of Business excellence. Methods and tools used for the conduct of this study consist in a combination of quantitative and qualitative data collected through an administered Likert-scale questionnaire and narrative interviews respectively. Quantitative results have been triangulated to qualitative ones and both to the existing literature. This had the merit to strengthen the legitimacy of the outcomes and facilitate the interpretation of the results.
